But the beneficence is more complete which not merely guards and protects in the midst of evils, but dissipates and removes the evils themselves; which brings the people safely to the shore beyond the reach of the angry waves of the sea; and which leads them out of the waste and howling wilderness and fixes their secure abode in the land flowing with milk and honey.
